If you see a padlock icon surrounded by an arrow it means your iPhone has rotation lock enabled. Now, if you rotate the device sideways, the screen will also rotate to a horizontal or vertical mode.
Rotation lock makes your iPhone locked or "frozen" in a portrait mode. Tap on it, to enable the lock. The icon should have a blue background when enabled.
